Can anyone tell me if a person on the state pension + disability allowance, around €270 per week. With no other income, would be entitled to rent allowance?

I am not sure of the exact name of the other allowance, but it totals €270 per week. It's just someone from the social welfare mentioned that they wouldnt be eligible do to earning, which I thought was a bit strange. They are applying anyway, but was just curious what the entitlements are
