Just wondering why the frost stat in a firebird heatpac external boiler is set to run the pump only when the frost stat kicks in at 5 degrees?

Surely there should be a frost stat output to the burner too to heat up the boiler housing and pipes or is the thinking behind it that flowing water doesnt freeze?

Normaly it all kicks in if powered to pump. Also then indirectly power to boiler via back power to boiler theromastat to burner.
