Digging trial hole - Conservation area

    Brother is about to apply for planning for Dwelling in a Special area of Conservation and also it a National Heritage area. Now he has discussed it with the planning department and given that its a genuine housing need, they will consider it. Architect has now advised him to get an assessment done re sewage system. He just mentioned that he is having trial hole dug next week.
    I just thought it odd that you can even dig a trial hole in a conservation area.
    So is there some permission needed to go in with machinery and dig this hole?
    Im sure assessor will know the law on this but it was just bugging him now that I mentioned it.
    Anyone know the story there?
