Agency workers and dignity at work charters?

    I currently work for the HSE through an agency.The last couple of weeks I have seen what I would consider bullying and abuse of other staff by a senior staff member. I'm just wondering are agency workers entitled to any kind of cover/comeback under the HSE dignity at work charter or grievance/disciplinary guidelines in force. I know that the 2012 act states equal treatment with regards to a host of employment legislation, just wondering if it also applies to things like this.
    So far personally been told that the contracts with the agency I work for will be pulled if others don't "cop on" or "pull the finger out" etc. Just not conducive to a very nice working environment tbh and would like to know what avenues are open to me if it continues or escalates. So far finding a new position is not an option.
    First time working through an agency and am appalled at the way this person is behaving.Really thought these kind of work practices had been consigned to the dark ages were they belong.

    No sadly, complained to the agency and asked to be moved instead after incidents escalated. Couldn't stay

    I don't have much sympathy for the agency workers or the HSE. It's an old book-keeping trick. The HSE are told to cut the wage bill so they give out contracts instead. The contractors then need to make a profit so they try to get the same work done for a lower cost. They hire workers (agency workers) on poorer conditions than the HSE workers, and these workers are quite happy to displace people who have devoted their lives to their job.
