Stuck seatbelt

Just got into my VW Passat teday and couldn't budge the seatbelt when I tried to put it on. Tried really gently to ease it clear but it's stuck fast in the fully retracted position.

The Haynes Manual says that because it is wired up to the airbag mechanism no repairs should be attempted and it should all be left to a VW dealer. But could it be something really simple?

    All help warmly appreciated.

It indeed could be something simple as broken rewinding spring, but if you have little or no experience in that matter, the safest option would be to get a replacement seatbelt from breakers. :)
