If you're in certain parts of Dublin the mains may be switched off.

You may have an air lock in your cold water supply pipe. The sink and outside tap are connected to the mains so will not be affected. Your tank is full but not delivering down to your toilet and possibly hot supply? Did you fit a valve to your incoming supply pipe at the tank? Do it now while you have the chance. You do not need to drain the tank to fit a ball cock, just turn off the incoming supply at the stop cock.
