I just bought a t-shirt on ebay worth 30.50 including shipping in euro(23 euro not including). Does this mean I have to pay a fee and if so how much?

Yes, you are liable for duty on the import, including the shipping fee. Info on the Revenue site about how much.

While liable you have a fair chance of not being charged as its fairly low value.

If it was a kids t shirt there would be no vat.

If coming through normal post it should be 23% of 30.50 and an additional €6 an post admin fee.
