Are spark plugs changed in a normal service, if not how often should they be changed, and what effect would rusty ones have on a car(as mine are now) and would these rusty old sparkplugs have a negative effect on ignition coils ??

Depends on the car and the plugs. Long life plugs would not be changed as part of a normal service. Sounds like yours could use being changed.
