    I did 2 years of a level 8 course in 09 to 2011 and failed 2nd year.

I'm back in college now, I got accepted into a level 7 course and it took SUSI 3 months to tell me I was refused because I didn't complete the level 8 and went to a level 7.

Anyone ever in this situation know what to do?

Yes - if you drop out of a course for what ever reason you have two options:
    1) Complete a similar number of years at your expense - after the two years you will be eligible for fees, grant etc.

    2) Wait five years - after the five years if you have not been in full-time education then the clock resets and you once again become eligible.
