Also I've seen Dutch cops patrolling with German cops in Germany and I'm sure the German cops did something similar in Ireland also.

The London Met have been patrolling London's streets for years and there are still loads of London criminals around.

Probably hasn't been done already because the Philip K Dick squad of the future logic police arrested the idea of punishment before crime.
