re registering for tax for rental income and tax clearance info

    Hi l dont know if anyone can answer this question but here it goes anyway. a friend of mine has his own home and up to a few years ago he was working and rented his house to a tenant and so had rental income. since then he developed an illness and was forced to go on invalidity pension and so lost his job. He also moved into his house that he once rented and deregistered for tax. Now he can't afford to pay mortgage and so has rentedthe house out again. The question I am asking is does he have to register for tax again and can he get tax clearance without registering. If not does he have to fill out both a tax registration form and tax clearance application. I hope someone can understand what I am asking and thanks in advance for any help
