Can you claim back tax when your contract ends

Two friends of mine recently lost there jobs , they where on a 22 month contract and they couldn't get extended because of some stupid rule.it was either permancy or nothing . Anyway I was wondering can they claim back tax and how to go about doing it

Why did they not take permanancy!?
Anyway, I think they will have to wait til after year end, and then request a P21 Balancing statement which will show if they are due any tax back
