vsync in problem in windows

    I'm having vsync issue in windows 7, I'm running a Nvidia gtx 460 with an i7 CPU.

    The thing is it's only in windows, games run just fine with no issue.

    I've tried messing with vsync setting in the Nvidia control panel but it has no effect. It improves with windows aero theme turned on, but is still there and very noticeable when watching any video. If I grab a window and shake it I can see tearing there too.

    I have updated to the latest drivers but this has always been an issue that updating drivers has never fixed. All the support seems to be geared to fixing vsync problems in games but not in the desktop.

    I do run dual display and switch between a 19" monitor and projector.
