Pension query

Hi, can anyone give some advice on my pension as I really am clueless? I have a standard PRSA pension with New Ireland with a value of €24,000 after 3 years. I am considering using my monthly contribution of €400 towards a mortgage instead. My 2 questions are:
1: Can I claim anything back or is my money held with NI until I retire?
2: How do I know if I can claim tax relief on my pension?
Any advice is appreciated, thanks for your time.
