Is this Rising Damp

    I am looking to renovate a house in the near future that has been vacant for a good few years. I was down in the house and I spotted this on the wall and I was wondering is it Rising Damp?

    This is a cavity wall.

    On the other side of this wall there another room but it doesn't so its a single brick and no cavity. The other side of the wall doesn't show any damage.

    How much would it cost to fix this?
