Rad. not warming: How to bleed?

We have one radiator not heating upstairs.

I used the radiator key and let some water out and the top of the radiator warmed up slightly.

I have not idea how much water to let out, the amount I released would be about a litre.

The system is a year old and this one radiator has never heated up properly.

When bleeding, it's air that you're letting out. So once you are getting water then that's done. After that, there are a few other things you could try.

Do you know if a thermostatic valve is fitted (it would be a big valve on the pipe connected to the radiator, usually with numbers on it)?

Another possibility is that the balance valve is too closed (there is a good chance of this since the problem goes back in time). This is the valve on the other side of the radiator which you (normally) cannot adjust. Remove its cap, and open it 1 full turn - and see what happens.

Yes: There are thermostatic valves and this is set at the maximum – 5.

    What is the balance valve?

Would that be the one at the other end of the radiator from the thermostatic valve. It looks as though it could be turned with a pliers.

    Yes, that's it.

The thermostatic valve may also be stuck. The large adjustment part can often be screwed off. This will reveal a pin which actuates the valve part inside. Push and then pull this pin gently with the pliers to make sure it moves freely:
