Snapper Push Mower, lowering deck problem

for some reason i cant lower the deck on my push mower since last week. I plan to take out the lever arm today to figure why its not lowering, but it wont go past 2 levels, and it feels like its stuck after that. I cant figure out exactly why..anyone ever come across this before. ITs a snapper pushmower wiht a drive on…

for some reason i cant lower the deck on my push mower since last week. ITs a snapper pushmower wiht a drive on it....the lowering mecahsim looks striaght forward enough, back wheels go up and down and front in tandem...
