USC Charge - What should it really be called

    Every time I look at my pay slip and the amount of money taken for the USC charge it sickens me.


    Universal Social Charge - Is this the right name for this?

    The why bother work tax, every time I see it I feel like packing it all in. I've cracked teeth, no money for dentist, I pay my small loan, my bills, my rent and sit in planning to a t my shopping budget. All on 44hrs work at minimum wage.... I pay €100 tax every week... I hate what this USC does to me. That extra fifty euro a week could pay driving lessons, savings maybe or feck it a new dress... Would make life so much better

    Where have all the defenders of the status quo gone?

    If I were a Fine Gael spin doctor now I would be hiring in paid shills from India now because the local boys are clearly slacking. Not one lad saying how great the USC is or at least going on about the unfortunate reality that we now have about 200bn we need to pay off and that there is no escaping from it.

    In answer to the OPs question, we have this tax with the fancy title, that goes in the same big pot with every other tax, but we want to appear to be doing something, and earning our money, out of guess what, your earnings, but we thought USC would be easier.

    Is this your first job, less than year in current job, on emergency tax?

    I'd be checking your getting all the tax credits your entitled to. I average 42hrs a week, €10 an hour (slightly over minimum wage), and my deductions between tax, USC, and PRSI only come to around €80 a week

    Note that the USC is just a tax, it replaces two previous levies:

    the Health levy
    the Income levy

    So most people (not all) do not pay any more due to the USC, they pay more or less the same as they previously paid in the two levies.

    Most people think that it is a new tax.

    It is, in some sense, as the name is new, but it simply replaced two previous levies.

    Some people pay less in USC than the two previous levies.

    "The Universal Social Charge, like any tax increase, was not welcomed by the public.
    Taxpayers experienced a drop in net income in Budget 2011. Many people thought the USC
    was the reason for the reduction in their net income. This was not the case for many
    taxpayers.


    The reason many income earners saw reductions in their net income was due to the
    reduction in income tax credits and bands that also occurred in Budget 2011. Most taxpayers
    earning over €26,000 per annum would have benefited from the introduction of the USC
    all
    other things being equal; particularly those earning between €26,000 and €35,000 who had
    been suffering disproportionately from the sudden impact of the 4% Health Levy.

    While many income earners would be better off under the USC than the Income Levy and
    Health Levy combined, there are a significant number who will pay more tax as a result of
    the introduction of the USC. This is due to the fact that there were many exemptions from the
    Income Levy and Health Levy. The entry points to paying these charges were relatively high
    and the numbers of exempt individuals were also high. For example, only 989,000 income
    earners paid the Health Levy – this is less than half the total number of income earners on the
    tax record and was due to the high exemption threshold to the levy as well as the different
    types of income and income earners that were exempted from the levy."
