What gear is best for going up a hill or a ramp? For example driving into a car park.

Generally first gear would be best for what you've described. There are numerous hazards in a car park. Vehicles reversing, pedestrians and in particular kids about etc. 1st helps you to control your speed and gives you time to assess if it's safe and also to react in time if things force you to stop quickly.
