Hi, my uncle has a really old alarm, about 30 years old. Can a txt alert feature be added to this alarm so that it sends out txts when the alarm goes off?

Yes you could connect a generic GSM dialler & connect it to the bell outputs.

If you can afford it you would be better off spending a bit extra for a new control panel and gsm dialler that works with it. If you get a generic gsm it will cost you about 250 euro plus installation cost whereas you could get a brand new control panel such as hkc securewave plus gsm q for about 500 euro installed.
The difference is that the generic will be very limited in what it will do - probably send only a simple message if alarm goes off whereas the other would detail which zone caused the alarm. Also something like gsm-q would be 2 way which means you could command the alarm to arm or disarm via text command. Also you are future proofing the system as sooner or later you will need a new control panel anyway.
