Do scooters and motorbikes come under traffic warden laws? Can they be given ticket and be fined for parking on pavement?

Different towns have different bye laws so it can vary. But as far as I know the provision is there in the RTA to make it illegal. That said what is often also illegal is for a motorbike to park in a space designated for cars. So when you take that into account there can sometimes be no-where legal to actually park a bike. This is true of large parts of Dublin, in the whole city I am only aware of 4 places where designated motorbike parking is provided. There are likely more than that but any biker will tell you that there aren't anywhere near enough, at least not compared to facilities provided to cyclists.
In any case the Gardai and traffic wardens seem to adopt a common sense approach. In my experience I've parked on pavements for 8 years now without a problem. In doing so I always make sure to park on one wide enough to accomodate both my bike and pedestrians or wheelchair and buggy users. If it won't fit then I don't park there.

That's it. It's technically illegal to park a motorbike in large parts of Dublin, and IIRC Cork, as the streets are all pay and display and it's against the law to park on a footpath. Both CC have it in their local bye laws that you can't park a bike in pay and display bay, I'd say due to the inability to attach the ticket. So the people on the street use the common sense approach of once it's not dangerously parked or obstructing they don't ticket, unless you use a pay and display bay.

I saw a forklift on double yellow lines today. Can they be ticketed or are they not registered

If it's on the road it needs to registered, it also needs tax and insurance.
