At the minute I have 700cc x 23 tyres on my BMC but the tyre on the back is rubbing quite a bit at a certain point like there is a raised point on it, I swapped the tyres around and I have removed the tube to see if the tube is bulging but this isnt the case, will a smaller 650cc tyre work better?

    A new tyre may help!

650 will not fit your wheel.

A 650 mm tyre wont fit your rim. Rotate the wheel on its own, the rim might be gone out of true and check for any loose or over tight spokes.

Found a good thread with information regarding tyre clearance on the BMC streetracer.

    http://forums.roadbikereview.com/bmc/bmc-streetracer-info-faq-thread-271922.html

Apparently trial and error on 700x23 is the only way to avoid the rubbing.

That is the only thing I havent checked and the spokes are in need of tightening as I havent been back with them since having the wheels built.

Would filling the arch where the wheel goes be an option as It is only now with the wetter weather coming in I am noticing littles bits of gravel etc catching alot in the wheels there is very very little space between the tyre and arch.

I wouldn't file anything. I would try and swap wheel/tyre combinations with your friends or drop into a bike shop which will have plenty of them to try out. Then stick with something that suits the bike and your pocket.
