Toshiba Tv will not play vcr or dvd connected by scart.

The TV boots up ok but when I try to play the VCR (Mitsubishi Model HS-721V- late 90s vintage) I get sound, but no picture. When I play the DVD player ( Toshiba c. 2010), it loads the dvd, but then picture freezes after 30 seconds and sound only continues for another 15/20 secs and then loops back to beginning of sound. My understanding of these tv's is that they recognise the peripherals attached during the initial set-up, and should operate same as a matter of course. Can anyone help, please ?
