Do I have to pay these ON TOP of the 60% fees to be paid now*?

Then, in the fees payment section, when I check the "Pay 60% of fees" section, I get this:

Amount Now Due - €-136.8

What???? Is that MINUS that amount?
They make this VERY unclear.
