Site with FPP for 3 houses

    I have found a site, that has planning for 3 houses.

    One of these houses has been designated for local need (I forget the technical term.) But in essence it has to be sold to someone who lives or works in the County.

    Myself and another are interested in the land to build two houses (one each), neither of us are from the county. What happens if we build just the two houses and never build the one that is for local need ? Leaving the one site empty, until we can :

    a.) Afford to develop it.
    b.) Sell it on
    c.) Divide it up between the two houses.

    I have no idea if any of this is possible ? legal ? immoral ? But a steer in the right direction would be greatly appreciated.

    when does the planning permission 'run-out' the 3 houses would ideally need to complete by that date, including access/ waste systems and anything else listed in the conditions.

    2016.

    I would meet all criteria, such as road, sewage, lighting, houses built as per the plans / conditions etc. However I couldn't be sure that I would have the money to develop the third house. Even by 2016.

    Does not building this third house constitute a breach of the conditions and in 2016 put the already built houses at jeopardy ?

    If the single planning application and permission is for three houses, then you have to complete all three as per the submitted plans.

    And if you don't... Fined, Remaining houses under threat, unable to sell the houses later down the line?
