Do you have any other camera gear or do you need a lens as well? You should be able to pick up something fairly cheap on adverts.ie

    Small budget = ?

Do you have any existing lenses for Nikon or Canon?

What canon lens do you have, if you only have the EF-S lens you wont be able to use it with a film camera.

Yeah, the lens will have to to be EF to be compatible with the 1990s/2000s Canon range of film cameras. Do you have the 50mm 1.8?

If you're going with Canon, you can get a 50E (or Elan II, as they're known in other parts) for about €50. Really good camera with lots of functionality.

The other option is to go with one of the Pentax K-Mount film cameras that are generally used in photography schools. I can't remember the exact model name, somebody else might help you there, but they're cheap and pretty widely available.
