If a person claiming a one parent family tax credit from Revenue, and then starts a relationship and moves in with someone, is the tax credit ceased from the date they start living together or back-dated to the start of the year, then resulting in an under-payment of tax?

It is ceased from the start of the next tax year. If you qualified for the credit for a portion of the year, you are entitled to it for the full year.
