Painting over polybonded walls

A few years ago when decorating for the first time I was told to make a weak mix of PVA/polybond and water ang give the walls a coat of it before putting on the paint as it will save the walls soaking up the paint and require less coats. This unfortunately was a load of BS.

It has meant that anytime I paint a polybonded wall, the paint blisters when drying and I have to scrap it off, sand it a little, polyfill and repaint. Its a nightmare.

The problem I believe is that the polybond has created a moisture barrier and when the paint dries it cannot soak into the wall at all and creates an air bubble between the polybond and the paint.

Has anyone got any suggestions on how to rectify this problem? Is there a base or primer or undercoat that can be painted that will stick and allow the paint to dry on top?

    Thanks
