So i live in an apartment there is just me and my partner.. how is the water charge gonna be calculated? I better not be paying the same as ppl above me 2 adults and say 3 kids. as that would be totally unfair . Is it going to be a standard levy or calculated ? As it would seem very unfair if it’s a flat rate that would be like making me pay the same for the bins as a family of 5 for example.

It looks like for apartments it is going toe assessed either on the size/type of property OR the No of occupants. The number of occupants is going to be very hard to collect/prove and will be subject to change and / or fraud. So - I would be 90% sure that you will be charged the same as all apartments in your block based on them being a similar size.
