What to do when you find a stray when travelling

Yesterday evening (bank holiday) driving thru a suburb of Dublin, saw 2 dogs on roundabout just before the motorway. One of the dogs had a post-op cone on its head. A car going round the roundabout clipped the little dogs cone (and drove on !!)

Little Papillion type & a miniature Airedale type. Both had collars with discs on. Anyway, stopped and got the 2 onto the roundabout somehow - cars wouldnt even stop/slow , lovely little pair - no prob with me, luckily had some spare leashes in boot of car. Phoned the number on 1st dog - no longer in service, no answer on the mobile no (why arent tags kept updated!!). Phoned the number on the 2nd dog (Blood pressure mounting at this stage!) and obviously a person (!) who had given the dog to a rescue & not prepared to talk to me (BP thru the roof at this stage)

Anyway, the point of this post: evening of a bank holiday - in a strange place - what should one do in a case where one finds a stray animal in danger?? Obviously dont have phone numbers of local rescues or pounds or vets etc on a mobile.

(Luckily all ended fairly (!) well - the person who had given the dog to the rescue was eventually talked into giving us the rescue persons contact details & we got thru to them at last - not very happy giving back 2 dogs who had escaped onto such a dangerous road but what can one do)
