was it a 2nd hand turbo you put into it? The vains inside the turbo could be sticking, or maybe the turbo actuating valve could be sticking also.

Are you sure you reconnected all the vacuum pipes and checked for any cracks?

    What is the engine code?

    Why was the turbo replaced?

What kind of turbo did you fit? New? Reconditioned? Secondhand?

Usually with the symptoms you describe (turbo only kicking in at 2500rpm) the problem is lack of vacuum to the turbo actuator. If you look at the actuator on the turbo with the engine off and get someone to start up the engine does the actuator move at all?
