Shellybanks parking barriers - why ?

was down there for the first time in a while and the whole beach side of the road has a new barrier erected to prevent parking. Anyone got any idea why this was done ? It's not as if the DCC has a dearth of problems that could do with thousands of euros being thrown at them.
