Question re: flat roof insulation

I went to view a flat this evening. It's a single storey ground floor with a flat roof and one exposed wall.

The windows are double glazed but I'm a bit concerned by the flat roof. Am I correct in thinking that the heat will just escape straight away and I'll be left either freezing cold or with massive heating bills (or both!)?

Also, I'm a little concerned about damp with a place like this. There was a slight smell of damp in one of the bedrooms and the current tenants had a dehumidifier going. It looks likely that the vent to that particular room is being blocked by vegetation on the outside. Nevertheless, would I be OK if I'm careful to use the heating/dehumidifier during the winter?

    1. you haven't given enough info. but you are aware that a BER should be furnished by the landlord, this would help indicate the expected energy costs
    2. humidifier = walk away imo
