My date of birth appears to be wrong with the tax office, where or who do I go to, in order to get this changed? Would this be the social welfare?

I am guessing that I would have to go to this office in person? :(

If it's the tax office (as in the Revenue Commissioners) then find your local office using their locator tool and call them

As I understand it, the Department of Social Protection manages your identity for such purposes, so they would be first call. Having a copy of your birth cert with you might be useful.
