Flying to Frankfurt in the morning on Aer Lingus. Would I get away with bringing a cabin bag and laptop bag onboard?

Yes you can, the official rule is as follows but is usually interpreted to allow a laptop.

In addition to one carry-on bag, customers may bring onboard one personal item (ladies handbag, gents satchel, duty free shopping bag, etc.). The personal item must be placed under the seat in front.
