He's got a point - the hard winters recently brought up the problem of many of the boom-time houses were supplied by pipes simply thrown into the ground about a foot deep. Even the somewhat lax regs required them to be deeper than that.
Totally shoddy.

The last flat I lived in that had a water meter, had it in the bathroom, where the water entered the rest of the flat. Why are they putting them outside?
