    It costs a awful lot of money to send people into space. It's because of the costs, that the US no longer goes to the moon. They deemed it too expensive and unnecessary. So yeah, I don't think the US government is really that interested in sending people to space anytime soon. Might explain why their space program is in dissaray as you said.

    NASA is still spending a massive amount of money but it is spread too thin over each of the projects,as a result all are falling behind.
    They recently signed a new contract buying seats until 2017 on Russian built Soyuz to bring their astronauts to and from the space station.
