fleet policy responsibilities

lads i was thinking about getting a fleet policy, was looking into one and anyone between a certain age, forget what with a full license can drive it. if i have contractors using my vehicles for work and they have an accident that's their fault and i have to claim through insurance and im stuck with a much higher premium, or say they scrape the side of the car against a wall and cause a few hundred quid damage, whos repsonsible for these extra costs and would responsibility change if it was an employee who did the same instead of contractor? its a young business and any big claims would put a big dent in my overall earnings.

i know there's a lot of **** insurance wise like if a robber falls when robbing your house he can sue you and all that so just wondering what the risks of letting people drive under my policy and with a vehicle are?

    cheers
