Toilet won't flush paper

Two toilets upstairs, neither will properly flush paper. 'Solids' seem to be no problem but the paper just kind of spins and takes a few flushes to go down.

The cistern is full enough and it appears to be a sealed system (?) meaning I can't easily see the flapper valve as it's all encased in a plastic casing.

The house is in quite a hard water area and it's been suggested that the pipe from the cistern to the bowl might have limescale build up in it. I've got a septic tank so am limited to using non bleaching agents as far as cleaning goes. I also have no idea how to access that pipe between cistern and bowl.

Any suggestions as to a fix or even if that limescale option is a probability? Have read elsewhere that limescale can affect the water holes around the bowl, limiting them. If so, any recommendations for removal?

I had this very problem before.

Turns out it was the angle/fall of the waste pipe outside the house, that was the problem.

A plumber came in,took one look at the way the piping was done and said that the fall wasnt enough. The original plumber didnt do the piping propperly and left the piping with too shallow of a fall/slope.

The new plumber redid the piping to create a better fall/slope and that immediately solved the problems.

Toilet paper and wastes flushed down with no problems.:)

He also installed 2 fast fill units into the cistern of each toilet and the toilets now fill back up in under 50 seconds.

Hmm, not sure our piping is easily accessible which could be a problem. Looks like I'll need to call a plumber, thanks.
