VPN suggestion please

I've gotten Eircom Fibre in today, so far very happy with it, when hard-wired directly to the modem, I got above 60 Mbps, wireless is around the 40-50 range.
Could someone suggest a VPN for me? Here's the criteria any suggestions MUST be:
1) Fast, able to offer close to if not my un-VPN'd speeds
2) No logs, or they delete them very fast (I saw one earlier that deleted them after 5 days, totally unacceptable)
3) Not based in the US or UK, or have any offices at all there
4) Able to install or set up in the router.

As for 4), I'd appreciate it if anyone could then tell me to set up the VPN in the Eircom Fibre modem. Thanks!

I already have OpenDNS set up (on my desktop anyway) so no need to mention that to me.
