    Hi,
I've moved into a new property which I'm renting. This weekend from thursday to monday there has been no electricity due to the landlord making a mess with the electricity company and the previous tennant not paying their bill. There has been no power in the house and no water in my en-suite as the water is pumped up to it. Should I pay rent for this week or what is the procedure?

Discuss it with the landlord and ask for a discount.

It would seem to have been his responsibility, not yours. He is responsible to you for the previous tenant, he can't abdicate this.
