Thinking of ditching the ford and going back to petrol turbo power, insignia vxr looks to be about the best 1-2 year old car my budget can stretch to (about £20000) I am n.i based and its a second car the wife drives and only does about 4000 miles in a year, any alternatives?

Not really as you can buy used big engined cars here super cheap. It might be a turn off or hard to justify if spending £20k, but V8s and such in ROI in the sub-5k bracket are unparalleled in their cheapness. Just dont be the original owner..

Also thanks to super "easy" Classic Insurance, very cheap to insure.

To your question, alternatives to the VXR (or OPC as its German overloads call it) are the aforementioned Audi S4, the BMW 335i, 370z (not turbo though) however your criteria of 2years old and £20k budget pretty much rule them out.

You could get a slightly older model of any of them however with an extended dealer warranty. Otherwise this is the market the VXR was made for. Ive always liked it, however if it was my money, Id loose this turbo and AWD nonsense requirement and go for a full blood 2009+ VXR8 (aka Holden HSV Clubsport). Fairly cheap, Corvette engined naturally aspirated V8 with slidey RWD funtimes = awesome.

Whole lot less to break in the VXR8, more powerful, sounds better, more fun etc.

My 1.8 turbo 225 TT roadster is 630 ish but on the pre 08 capacity. Anything 2008 and on is on emissions and anything above 225g carbon is 2350 a year. My car outputs 226g so if on the new system would indeed be unviable.
Thats why diesels have taken off here. No one buys petrol 4 wheel drive cars here anymore or even v8s. Whens the last time anyone here saw a new style Mercedes SL. I havent seen a single one.
