Council Housing - Strange Question

    Here's a strange one I heard today.

Friend of mine has applied for local authority housing in Cork and has received a letter back to say they need to prove they do not own a house/property in Scotland (they spent 5.5 months there a few years back as part of a college work placement but they certainly didn't buy a house while they were there!)

According to this letter they need to contact the Scottish Land Registry and obtain proof they don't own anything over there - at a cost of at least £350 sterling! The letter also talks about "Scottish citizens" which of course they aren't (Irish born n bred).

Has anyone ever come across this? Never heard of it before but it seems crazy to me!

    Any advice/suggestions much appreciated.

My wife got one to prove she has no property in her home country even though she's not a citizen. Its bullsh1t. Costs a few hundred to get it through the embassy, that's a few hundred that we don't have.

We had to do it for my partner, he grew up in the UK, has been in Ireland the last 15 years. It cost £11. This was for the land registry in Plymouth so different situation. Its hard to believe they are requesting this after a five month stay. The application will not proceed without it but I would query this further as they are NOT Scottish citizens.
This is the form we had to get:
    http://www.landregistry.gov.uk/_media/downloads/forms/PN1.pdf
This is a link to where the fees were listed:
    http://www.landregistry.gov.uk/__data/assets/pdf_file/0007/18628/information-services-fees-2012.pdf
Im sure it must be similar for the Scottish site but I don't know the name of the form to search.
Ours came back after a few weeks so it doesn't take ages.
