Cycle lane rules clarification

    Just a quick one.

    Encountered two cyclists this morning. There was a cycle lane on the left. One cyclist was in the cycle lane while the other was on his side, but out on the road, not in the cycle lane.

    1. Are cyclists obliged to use cycle lanes where they are provided and
    2. Can cyclists still cycle side by side if one is in a cycle lane and the other is out on the road ?

    It is my understanding that cyclists are not obliged to use cycle lanes. I could be wrong about that though.
