Can somebody tell me how I would go about paying import duties on re-sale goods purchased from outside the EU that have not been charged the usual 23% or whatever it is when entering the country?

Can you give more info on what you are up to, values etc? Its not clear what is going on, so people will be wary of replying wrongly.

are you 100% certain the product is one which import duty applies ? contact revenue and tell them you wish to pay and they'll calculate it and take your money.

If you are VAT registered, just show the items as 0% purchases and then sell them at 23% and you will pay the VAT automatically as you sell them.

I have done this and my accountant never questioned this when I was VAT registered.
