Orthodontist treatment under 16

I have a query, My child is 14 needing braces but not covered under HSE guidelines. I have seen an orthodontist who said she needs teeth removed and an x-ray which a dentist must do first before braces can be fitted. The cost is running beyond what I can afford. My question is: can she get dental work done through health-board as she is under 16? Appreciate any feedback from people already having dealt with this.

My lassie is just finishing her time with the orthodontist, we tried hard to get it done under hse. Fact is that unless the child is really really bad it won't happen.
We went for the assessment at the clinic in Drogheda and were shown photos of what would qualify. I have never ever seen anyone with symptoms that would qualify,
€2500 upfront or 3k if paying by instalment.
