How to get back at a friend for not replying to my texts and calls

Hi, what would be the best way for getting back at a friend for not replying to my calls and text messages? My best friend never answers my calls and text messages. he says that he never has sufficient funds to top up his mobile phone, but i think that you don't necessarily need to have phone credit to answer calls. He always says that we're best friends when we're drunk, like four times over the past 7 months. Like for example, I was outside his living room looking through the window into his house and he couldn't see me but I could see him sitting down on the sofa and I rang him up twice and he just looked at the phone and he didn't answer me when he seen my name on th screen. Would it better to put my Iphone 4s on private number just to make sure. Some peope I talk to about it say that I'm over reacting to the situation and that I could be displaying symptoms of paranoia but I don't concur, plus they aren't a doctor to diagnose that condition. Should i just ignore him when he tries to talk to me or am I just handling the whole situation in an incorret manner? If I talked a health care specialist would he/she agree with me or on the hand maybe im being way ott? Thanks for your help on this and hope that everyone is enjoying the nice weather this June.
