Dacia sandero for 9999 I'd say.
    Seat Mii is €10105
    Citroen C1 is €10295
    Toyota Aygo is €10325
    Skoda citigo is €10495
    Perodua Myvi is €10499
    Suzuki alto is €10995
    Ford Ka is €11445
    VW Up! Is €11495
    Hyundai i10 is €11750
    Kia Picanto is €11800
    Chevrolet Spark is €11995
    Fiat Panda is €11995
    Peugeot 107 is €11995
    Mitsubishi Space Star is €11995
    Suzuki Splash is €11995

Which is cheaper will depend on how much margin the dealer has, and how much of that you can get off the price.
For example Toyota Aygo is out since 2005 so getting €500 off that would be no bother. But you're looking at a 3 door base model in red without delivery and related charges. They mightn't have that particular car in stock and mightn't be too bothered about getting one just to make nothing on it.

    Short answer: Dacia Sandero

Just because Dacias website is so dire, here's some info

    3 engines, 2 trims (Alternative/Signature)

First one is the 1.2 as seen for a long time on the Clio. 75hp, 4 cylinders, - €280 road tax. (€9,990/€11,990)
    Next petrol is the new tce90 899cc 3 cylinder turbo with 90hp - €200 tax. (€11,090/€13,090)
    Only diesel option is the 1.5 dCi 90hp - €180 tax. (€12,490/€14,490)
    Delivery is €600
    Metallic is €500
    5 year warranty is €369

So assuming you want the proper warranty and the metallic, this is what they really cost: (Alternative/Signature)
    1.2 16v. (€11,459/€13,459)
    tCe 900cc (€12,559/€14,559)
    1.5 dCi (13,959/€15,959)

    Specs:

    Alternative
Daytime running lights, ESP, electric windows, Bluetooth, 4 airbags, central locking

    Signature
Cruise control, rear electric windows, leather wheel, aircon, fogs, alloys
