Is it a de facto national ID card ?

No date of birth, or other pertinent information for an ID card.

It has name, pic and from the online pics it seems to have an expiry date. But not much else.

You could say the same about a driving licence but the cops hardly ever ask you to produce it. In the US that's effectively what it is - a national ID card because everyone carries one around in his/her wallet.

To a degree. However, the lack of nationality, date of birth, height, etc. are major differences to typical national ID cards.

I went to my social welfare office back in April to be photographed for the new PS card but haven't heard a dickie bird since, anyone else waiting that long and can someone supply a link to a sample of the new format?

You should have had it within a week. Call in to the office again and ask them to query it

It's for drawing welfare payments, Anybody who refuses to sign up to one will get no welfare payments in future.

its not just for welfare payments. its for the HSE and the tax office too, hence "public services". and no its not an id. it will never be used as an id, just to access public services. everyone in ireland has to get one because the government are cutting down on fraud. the pics have facial recodnition so that everyone in ireland can only have one pps number.
