    You can probably organise it but you'll pay for it. Most rental companies only have a present in large towns and cities in Ireland i.e. Dublin, Cork, Galway, Limerick, Waterford.

    I fear you are not going to find what you are looking for in Monaghan. There's seemingly only a couple of operators there and they arent part of a chain that you could hire from at the airport.

    If you need to simply get from the airport to Monaghan then theres a relatively frequent direct bus service that runs to Monaghan till as late as 11pm, so even if you want to drop the car at the airport after a few days and continue your stay in Monaghan, you could do that still. Its only an hour to Castleblaney from the airport.
